Addressed to the Secretary of State for the Colonies

repeated to Peking No.28 and Canton. Please see Barton's

telegram No.116 to the Foreign Office of 6th April

concerning the assassinations at

Shanghai.

I renew recommendations in my telegram of 26th

March. The General Labour Union of Hong Kong which was

endeavouring at the instance of the Seamen's Union,

Canton to force another general strike in this Colony was

proscribed by order of the Executive Council on 31st March. The crew of river steamer Kinshan struck on 2nd April and this strike may spread to other river steamers and

lead to a renewal of boycott by means of armed pickets. ?

I strongly urge that this should not be allowed.

There

is much good feeling towards us in Canton which would

show itself if encouraged by firm action on our part to check illegal outrages.
